Executive Leadership Team

Caryn York
President & CEO

Caryn York is a nonprofit executive and community advocate who has dedicated her career to advancing career opportunities for underestimated communities.

Before joining Baltimore Corps, Caryn’s efforts focused on eliminating barriers to economic opportunity for working-class communities struggling to thrive economically. Most recently, Caryn led the Women’s Prison Association (WPA) in New York City, the nation’s oldest institution to prioritize the needs of women and mothers impacted by incarceration and homelessness, as their youngest, first Black woman President and CEO. As CEO of Baltimore’s Job Opportunities Task Force (JOTF), Caryn worked with state and local government and community-based organizations in Maryland to help low-wage workers advance to high-wage jobs. During her tenure at JOTF, Caryn successfully led community-informed public policy efforts to decriminalize poverty and race, including, but not limited to, pretrial “cash bail” reforms, eliminating punitive driver’s license suspensions, debtors’ prisons and court-mandated fees, and expanding access to criminal record expungement for workers struggling to secure employment with a criminal background.

Caryn holds a BA in International Studies from Washington College and enjoys eating, napping, yoga, traveling, and spending time with her new baby girl, Olivia.

Chris Moayedi
Chief Finance Officer

Chris is a mission-driven, strategic CFO with deep experience building and leading accounting, finance, and operations functions, for both profit and nonprofit organizations. He has specialized experience in institutional planning development and strategy to drive organizational efficiencies and enhanced mission effectiveness.

Monique Boyd
Chief Operating Officer

Monique Boyd is a mission-driven leader, effective operator, and proven culture builder. She excels at bringing diverse teams together to move important agendas forward.

Before joining Baltimore Corps, Monique held executive leadership positions at the Job Opportunities Task Force, the University of Maryland in College Park, Carnegie Mellon University, and Chatham University. A hallmark of her leadership is engaging new and existing donors to grow robust grant and student financial aid programs.

Monique’s professional affiliations include the ICH Workforce Subcommittee, Economic Mobility Grant Steering Committee, College Board, and the National Association for Financial Aid Administrators (NASFAA). She is passionate about mentoring and coaching people and cultivating accountable, visionary leaders. A Pittsburgh native, she is an ardent Steelers fan, a dedicated runner, and a fitness enthusiast. Monique earned a BA in Management from Chatham University and a Master’s in Business Administration from Point Park University.

Jennifer Rosenberger
Chief Development Officer

Jennifer Rosenberger is a senior development professional and thought leader committed to fostering a culture of philanthropy.

Jennifer has led the overall development efforts and worked as a frontline fundraiser for New York City Jewish organizations, leaning on social justice programmatic offerings to drive record-setting annual campaigns. As a fundraising executive and consultant, Jennifer has partnered with changemakers in the education, criminal justice reform, arts, and climate action spaces in the areas of board development, capital campaigns, foundation, and corporate relations, planned giving, strategic planning, and events of all sizes and types.

Jennifer earned her B.A. in Natural Sciences, summa cum laude, from Hofstra University and attended Fordham Law School where she was a Stein Scholar in Ethics and Public Interest Law. She earned a certificate in fundraising from the NYU School of Continuing and Professional Studies and is a Certified Fundraising Executive (CFRE).

Loryn Wilson Carter
Chief Communications Officer

Loryn Wilson Carter is a 15-year communications strategy and storytelling veteran. Before founding Jefferson Park Consulting, Loryn executed digital strategies for organizations and campaigns such as NAACP, YWCA USA, Collective PAC, and the Honorable Donna Edwards’ run for Prince George’s County Executive. Before founding Jefferson Park, Loryn was a Director at The Raben Group.

As Jefferson Park’s CEO, she bridged her passion for social justice and inclusive narratives. Her clients included Me Too International and Higher Heights PAC. Originally from South Central Los Angeles, Loryn graduated from George Washington University with a B.A. in English and is a member of Zeta Phi Beta Sorority, Incorporated.

Tamara Arnold
Chief Program Officer

Tamara Arnold is a proven programs executive, leading organizational programmatic and partnership strategy. With over seven years at Baltimore Corps, she has been instrumental in expanding programs and strengthening leadership development.
Tamara joined Baltimore Corps in 2017 as a Fellowship Program Manager, restructuring the Fellowship to center equity and implement a structured curriculum, improving program quality and retention. As Director of Programs (2019-2022), she oversaw significant departmental growth and helped launch key initiatives like Artist Navigator, Entrepreneurship in Residence, and Moonshot. She later served as Senior Director of Programs and Administration before becoming Chief of Staff in 2022, refining organizational processes and strategy.
A former educator, Tamara leads with authenticity and inclusivity, seeing her work as an extension of service. She describes her leadership as breaking barriers in a historically white-dominated sector, opening doors for others, and creating space for diverse voices.
Throughout her career, Tamara has worked with organizations like Teach for America, Urban Teachers, and Playworks, making a lasting impact in Maryland. With deep expertise in leadership and strategy, she continues to expand Baltimore Corps’ vision, driving equity and opportunity for the future.

Sa’Toya Truss
Executive Assistant

Sa’Toya is a professional whose unwavering dedication to equity and systemic change is truly inspiring. As executive Assistant at Baltimore Corps, she ensures seamless coordination across leadership, streamlines operations, and fosters collaboration to drive the organization’s mission to expand career pathways and strengthen Baltimore’s workforce.
With over a decade of experience in human services, administration, and policy, Sa’Toya is a seasoned professional. She specializes in strategic planning, operational efficiency, and stakeholder engagement, ensuring that Baltimore Corps remains a catalyst for economic stability, talent development, and systems change. Her leadership philosophy is rooted in compassion, diplomacy, and collaboration, ensuring that every voice is valued.
After earning a degree in Social Work, Sa’Toya enlisted in the U.S. Army. As a U.S. Army veteran, she brings discipline, resilience, and a deep commitment to service into her work. Her academic journey, currently pursuing a Master’s in City & Regional Planning, is a testament to her commitment to continuous learning and its impact on her work. Sa’Toya’s passion for sustainable urban development and equity-focused strategies is evident in her work, where she dedicates herself to bridging leadership and community voices to ensure that Baltimoreans — especially those historically marginalized — have access to the networks and opportunities needed to thrive, instilling hope for a more equitable future.
